NeuStar Helps Leading UK Network Operator 3 to Launch Yahoo! Messenger

London, United Kingdom, 13 September2007

NeuStar, Inc. (NYSE: NSR) today announced that it has helped leading UK network operator 3 to bring the popular Yahoo! Messenger instant messaging (IM) service to 3’s mobile customers in the UK, enabling users to be online with friends and family at any time from anywhere. 3 chose NeuStar’s industry-leading Mobile Messaging Gateway solution to implement the roll out of Yahoo! Messenger across its subscriber base.

NeuStar has a longstanding relationship with 3, having implemented the rollout of 3’s popular Windows Live Messenger service in August 2006. In June 2007 alone, 133 million messages were sent across the 3 network via Windows Live Messenger

Allen Scott, General Manager of NeuStar Next Generation Messaging, said: “Mobile IM is a technology whose time is now. Forward-thinking operators like 3 have seen the opportunity, seized it, and are reaping the rewards of additional data use and increased customer loyalty. The success of 3’s Windows Live Messenger service prompted 3 to offer its customers additional IM solutions – in this case, Yahoo! Messenger. We are pleased that the positive experiences 3 has had working with NeuStar in the past have enabled us to partner with them to further raise the profile of mobile IM.”

NeuStar works with more operators worldwide than any other company offering Mobile IM services. The success of the Windows Live Messenger service on 3’s network is further proof that mobile consumers will readily adopt familiar services that are easy to use and suitable for the mobile environment as operators make these services available.

3 launched Yahoo’s mobile IM service to its customers earlier this month, building on the success of 3’s popular Windows Live Messenger service. Subscribers to the 3 network now will be able to send and receive instant messages free for life with any contract through the Yahoo! and Windows Live Messenger services.
